John Miller focuses on assisting counsel for respondents and petitioners in antidumping (AD) and countervailing duty (CVD) investigations before the U.S. Department of Commerce (Commerce) and the European Commission, and in dispute settlements before the World Trade Organization. During his career he has directed numerous engagements in export controls and fraud investigations.

Prior to ITR, Mr. Miller was a Partner with Grant Thornton, L.L.P. where he was the partner-in-charge of assistance to Commerce in numerous AD and CVD investigations during the first eight years that Commerce had the responsibility for administering these proceedings. During a leave of absence in 1995, Mr. Miller worked at Commerce as a special assistant during which time he assisted in the drafting of regulations concerning the Uruguay Round implementing legislation.

Mr. Miller was the partner-in-charge of numerous engagements performed for the Office of Export Administration, including the development of the Internal Control Program in its regulations. During this time he also conducted export compliance audits on behalf of Commerce. Mr. Miller also managed Grant Thornton's assistance to the Department of the Treasury in both the development of the pre-clearance questionnaire and in the verification of certain pre-clearance requests related to the Steel Trigger Price Mechanism. While at Grant Thornton, Mr. Miller performed engagements in fraud detection and damage assessment.

Mr. Miller has authored and presented several papers, including:
  • "Allegations of Sales Below the Cost of Production and Constructed Value," at the International Trade Workshop at Georgetown University Law Center, June 1991.
  • Co-authoring an article entitled "An In-House Distribution License Guide " in Export Today, Fall 1985.
Mr. Miller has a B.A. from the University of California and an M.B.A. from the Wharton School of the University of Pennsylvania. He is a Certified Public Accountant in the State of New York.
