Lynn Holec is an economist with extensive knowledge and experience in the laws and agreements governing international trade. Her engagements include antidumping (AD) and countervailing duty (CVD) investigations before the U.S. Department of Commerce (Commerce) and the European Commission, and dispute settlements before the World Trade Organization. She has assisted counsel for both respondents and petitioners in market and non-market economies. She also managed ITR's engagement with the European Commission to develop verification guidelines for its dumping, subsidy and injury investigations and developed a training program for European Commission officials. She has prepared and delivered courses in antidumping duty investigation procedures and calculation methodologies to the Egyptian Ministry of Economy and Trade and the Chinese Customs College.

Before joining ITR, Ms. Holec served in the U.S. Departments of the Treasury and Commerce. During her tenure, she directed the first major AD investigations after Commerce assumed responsibility for the administration of the AD and CVD practice. She was also a principal negotiator of the revised Steel Trigger Price Program, the Specialty Steel Agreement and the U.S./E.C. Steel Agreement.

In 1982, the American Political Science Association (APSA) selected Ms. Holec to become a Congressional and Foreign Affairs Fellow.

She has authored and presented:

Ms. Holec received both a B.A. and an M.A. in Economics from the University of Missouri. She received a J.D. from Catholic University and is a member of the District of Columbia Bar.
