Kevin Baker has participated extensively in antidumping investigations and reviews conducted by the U.S. Department of Commerce (Commerce), The Ministry of Commerce in the People's Republic of China (China) and the Departamento de Defesa Comercial in Brazil. He has assisted counsel for both respondents and petitioners, and has worked on cases involving both market and non-market economies.

Prior to joining ITR, Mr. Baker was with Economic Consulting Services for more than twelve years, serving as a partner/vice president for the last three years. While at Economic Consulting Services, he managed numerous trade remedies engagements.

Mr. Baker has a B.A. in Economics and an M.B.A with a concentration in Finance from the University of Maryland. He is a Certified Public Accountant in Maryland and is a member in the American Institute of Certified Public Accountants, Maryland Association of Certified Public Accountants and the Institute of Management Accountants.
